Public participation is an important learning agenda that Community University (CU) emphasis. It has been implemented by promoting active citizenship to adult learners through learning and public affairs engagement. The paper tries to portrait the process of a community supervisor learning course on Betiou Cable Car Scandal developed by Betiou Community University. The researcher will focus on discussions about Betiou Community University's agency to practice belief and value clarification, confirm notions of active citizenship as well as utilize and internalize deliberative techniques, in order to explore and pave a way to learning and practicing democracy in CU. The case structured learning course, forum and public deliberation to inform participants, and created a process that participants could engage. It has developed a democratic way of living in both class and campus life context, and offer rich insight into “public participation in Community University”.
