The global economic crisis has worsened employment and labor conditions worldwide. The unemployment rate of Taiwan was 5.81% in March 2009, 2 percent higher than a year earlier. The real average monthly salary decreased and the recent practice of unpaid leave caused real salaries to worsen by 13%. The government has taken several measures to cope with this serious problem. However, due to complications, overlapping, time limits and rapid changes of the contents in various policies and plans, there are rooms for improvement. This paper has four suggestions: 1. To lower the unemployment rate and to solve the unemployment problem it is necessary to take different approaches. 2. To revise and rebuild the employment security system. 3. To accept and face the coming era of temporary and short-term employment contracts. 4. To shorten the distance and gap between the universities and workplaces.
