Since Taiwan high-speed railroad was open to traffic 2007, due to the accessibility of 'Taichung station of High Speed Rail Area' and the potential rolling effect of urban restructuring, tourism and leisure industries growth have been driven. The Taichung City government adopts the decision from top to bottom of the one-way type to devise the plan of 'Urban Commercial Recreation Zone in Taichung City' in a short time. In this plan, The Taichung City government wants to take this change to develop the Image and business of entertainment and leisure by the geographical superiority. However, because it involves widespread plan scope and diverse leisure servicing activities, in this article, we have applied the Recreation Opportunity Spectrum (R.O.S) and correlation concept. We used questionnaire survey based on the case plan of Urban Commercial Recreation Zone in Taichung City' to investigate their attitudes towards and preferences of space. The results would be used as references for the spatial planning, the multiple-purpose development and management of the leisure industry in Taichung City. The results of study have shown that most leisure activities were supported by citizens except the special entertainment and ambling activities to which most citizens held some negative attitudes. Secondly, the most important preference of citizens about this plan is convenient parking, transportation and public security environmental condition.
