21世紀來臨之際，人類社會正逐漸浮現出嶄新的型態與特質。 在此新時代中，資訊網路將是未來社會的神經系統，此等公共設備對於整體社會及個人的生活所產生的衝擊，將遠高於傳統交通運輸設備所帶來的影響；另一方面，全球經濟與資訊技術所推動的全球-資訊化資本主義，正以全球化的經濟力量，動搖了以固定空間領域為基礎的任何型態組織。對於此多元、動態、去中心化與分權化的新型態社會，「網絡社會」(Network Society)無異是最適當的描述。 當社會型態進入網絡社會後，政府將會與其他組織在資源相互依賴的情況下，組成一個動態的組織網絡。一旦，政府處於組織網絡中，政府則有賴於網絡式的管理方式，來因應組織網絡的動態情境；以行政與社會互動的觀點持續推演，可知在政府失靈年代中，新公共管理在理論及實務上均有顯著的成績表現。然而，當社會型態演變成網絡社會之際，新公共管理是否能具有解釋公共組織所面臨困境之能力?新公共管理陸續衍生出政治責任的規避、合法性的危機、公務員士氣的打擊、制度適應性、民主價值危機等問題，而這些問題的浮現，可說是源自於新公共管理忽略了公部門所獨特具有的公共性(publicness)特質所致；爰此，「治理」則成為未來公共組織在動態的網絡社會中，所必須發揮的功能，同時也是公共行政研究所必須加以探討的方向。

At the dawn of the 21st century, a so-called network society is emerging from the horizon. Information network constitutes the neural system of the new society. The rise of globalization and information capitalism deconstructs and reconstructs any form of societies in the world. Multiple-centers, decentralization, and dynamics differentiate the network society from the old society. Under such circumstance, government system will become one of the acting members in dynamic organizational networks. Government affects and is affected by other actors in the network and resource dependence is one of the major elements deciding the position of organization in a network. It seems that New Public Management has difficulties to explain the characteristics demonstrated by network society. The concept of governance will play an important role for researchers to explore the interacting relationship between administration and society.
