　　　　　任何有關澳洲與紐西蘭福利發展特性的評析，都必須將福利服務的輸 送擺在較廣泛的社會與經濟脈絡中檢證。在此，必須指出的是：福利服務的品質 與層次往往得視宏觀的政治、經濟、社會與文化變遷而定。 本文的主要目的在評析澳洲與紐西蘭一個世紀以來的福利發展，並且從歷史結構 分析角度探討宏觀的政治、經濟、社會與文化變遷對此兩國社會福利發展的影 響。在這篇文章裡，我們並不意圖呈現一種全面性的福利發展分析，也不是以探 討目前兩國提供些什麼實際福利內涵為主，而是企圖利用特殊論題與歷史分期作 為更廣泛論辯的基礎，並從歷史回顧的眼光進一步分析發展脈絡的變化如何影響 福利發展的建構。 再者，本文也指出：澳洲與紐西蘭數十年來的經濟調節或重整過程已對其「福利 國家」發展造成深遠影響。澳洲與紐西蘭「福利國家」基礎的奠定是在二十世紀 初，晚近，這些變遷已形同福利體系實際形式的根本重建，據此推估：它們至少 也將持續的貫穿至本世紀。
　　　　　Any assessment of the nature of welfare developments in Australia and New Zealand needs to be situated in the wider social and economic context of service delivery. It is important here to mention that the quality and levels of services are dependent on macro political-economic and social-cultural changes. The main purpose of this article is intending to evaluate welfare developments in Australia and New Zealand in one century and explore their welfare systems that lead to some of issues in terms of a historical structural analysis. This article does not present a comprehensive analysis of welfare developments but rather uses particular issues and historical periods as the basis for exploring broader debates. Also, it is argued that process of economic adjustment during recent decades have had a profound influence on "the Australian welfare state" and "the New Zealand welfare state". The changes amount to nothing less than a fundamental restructuring of the very form of the welfare system, the foundations of which were laid in the first decade of the twentieth century, and will continue through the first decade of the next century.
