　　　　　本文係探討臺灣行政區域之劃分，由於自一九五O年以來，至今長達五十年未曾調整行政區域，而各地方因生態環境、人文社會，以及經濟發展之快速變遷，在落實地方自治方面已形成發展之障礙，爰擬建議行政區劃之重整，應儘速進行，以符發展地方自治之所需。 按地方自治須要地方有充裕之自主財源，而過去行政區劃因資源分配不均，以致南北東西均有發展失衡現象，急需經由區域重劃，以使資源合理分配、均等共享，建議根據未來發展研判，當前資源情況之了解、過去警勤區之配置、族群文化之分布、以及其他行政發展經驗，研擬新行政區域之劃分方案，俾積極建構有發展性之臺灣地方自治體系。
　　　　　This research deals with the problem of administrative regions in Taiwan. Taiwan's regions have not been redrawn for 50 years since 1950. However, rapid changes in local environment, society, and economic development have led to obstacles in Taiwan local autonomy. This article will craft the redrawing plan for new administrative region for the purpose of strengthening local autonomy will have visioned in the future.
