在民主國家執政黨常利用其執政優勢，以營造選舉行情，藉由開立選舉支票或採行擴張性財政政策刺激短期的經濟榮景，以爭取選票，此一經濟現象隨著選舉起伏上上下下，即所謂「政治景氣循環理論」。本研究目的在藉用政治景氣循環理論以彰化縣政府決算統計資料進行變異數分析，俾觀察比較該期間內歷屆彰化縣長是否會操控縣政府財政支出以換取選民的選票支持。研究結果初步發現，在縣長選舉年vs.非縣長選舉年與各政事別之變異數分析方面，顯示歷屆縣長選舉年時，彰化縣政府所有科目支出與非選舉年科目別支出完全沒有顯著的差異，故本文研究假設一：「彰化縣政府在縣長選舉年，比在非縣長選舉年更會採取擴張性政策，以極大化選票尋求勝選連任。」未得到顯著的證實。而在各政黨與各政事別之變異數分析方面，本文研究的結果發現在社會救助與債務支出等科目別達到中度顯著水準，而決算總支出、財政支出與警政支出等科目別則達到高度顯著水準。因此本研究假設二：「隸屬於不同政黨的彰化縣長，在決算支出上會因不同的政黨理念（意識形態）而有差異。」得到高度顯著的證實。黨派政治景氣循環理論則獲得彰化縣政府實證資料的支持。此一研究發現與Blais and Nadeau（1992）、Reid（1998）以及黃國敏（2011;2012）較為一致。最後在新任（第一任）vs.連任（第二任）與各政事別之變異數分析方面，本文研究的結果發現顯示所有達到顯著水準的各科目別決算支出，均顯示連任（第二任）明顯大於新任（第一任），研究假設三：「新任（第一任）的彰化縣長與已連任（第二任）的彰化縣長在決算支出方面會有所差異。」得到高度顯著的證實。制度性政治景氣循環理論則獲得彰化縣政府實證資料的高度支持。根據徐仁輝（2001）對地方政府支出預算決策的研究，地方首長的競選政見與法定辦理事項是最為重要的兩點原因。因此未來研究方向有必要針對地方首長的競選政見與財政支出決算作比較以檢驗其政見承諾是否算數是否說到做到？
The ruling party often utilizes the executive power to stimulate the economic prosperity by manipulating financial policies before elections in democratic states. It is so-called ＂the political business cycle theory.＂ The goal of this paper is to test the financial expenditures for the Changhua county government in Taiwan by the political business cycle theory. The research findings show that: 1. the financial expenditures in the electoral years don't vary significantly with that in the non-election years in the Changhua county government. 2. The financial expenditures of the different ruling parties do vary significantly in the Changhua county government. This finding is consistent with Blais and Nadeau (1992), Reid (1998) and Hwang (2011; 2012). 3. The financial expenditures of county governments in the first term commissioners do vary significantly with that in the second term commissioners in the Changhua county government. According to these research findings, it seems obvious that the partisan and institutional PBC theories have been verified in the Changhua county government.
