本文從Habermas及政治經濟學的觀點探討傳播過程的權力意義。就Habermas而言，溝通行為是兩個以上主體的互動關係，通過對話以求達到人們之間的相互理解與一致，但必須具有規範性的溝通基礎。媒體使用及語言表達皆有權力的本質，溝通時往往在結構性因素的影響下，社群對話流生傾斜。本文強調傳播權不只是意見的表達，更是文化權的展現，Habermas的公共領域概念中所提倡的制度化空間及平等使用的原則，正是在大眾媒體時代落實傳播權力的積極規範。
This study attempts to explore the power problematics entailed by the process of communication from the perspective of Harbermas’ theory of communicative action. The Habermas, communication involves interactions between two or more subjects with an aim to achieving mutual understanding and consensus by means of dialogue based on normative criteria. It should be noted, as this paper will argue, media use and linguistic practice are penetrated by power relationships, which results in distortions and biases in communication. This study thus proposes that the right to communication not only refers to the expression of opinion but also the exercise of cultural rights. Habermas’ concept of institutional space and fair use could provide the criteria for communication rights in an age of mass media.
