國際教育在過去十五年間如雨後春筍般出現，有關跨國高等教育治理原則及品質控管議題成為各界矚目的焦點。 本文首先檢視目前對於世界級大學組成要素之相關討論，並評估正在萌芽中關於國際品質的不同立場， 及其在發展中國家所面對的挑戰。最後，本文討論國際教育發展中「目標導向」和「目標契合」概念之差異， 以期建構一個跨國界的高等教育品質保證機制。

International education has increased dramatically in the last fifteen years. What principles should govern the nature of cross-border higher education and particularly its quality becomes a disputed matter. The paper begins by looking at current discussions about what constitutes a good as opposed to a world-class university. It then assesses the positions that are emerging in relation to international quality and against this focuses on the challenge that arises particularly for developing countries. Finally, the concepts of ‘fit-for-purpose’ and ‘fit-of-purpose’ are discussed for establishing an educational framework for cross-border quality assurance.
