聯合國是人類在二十世紀所發明的一個重要的組織制度。其重要的目的是要維持人類的和平、制止戰爭，並且團結國際社會，以期共同解決新世紀所面臨的各項全球性問題。在臺灣的中華民國政府，本來在1945年是聯合國的創始會員國。但在1971年喪失國際社會的支持，其代表中國的席位被北京政府所取代，離開聯合國體系的所有國際組織。在一九九零年代，中華民國政府逐步放棄過去漢賊不兩立的外交政策，企圖加入或者重返聯合國。在面對中國強烈的反對之下，臺灣政府的戰略分為加入、重返與成為觀察員。然而，自1993年以來皆遭到中國的強烈反對。臺灣的政府在2008年曾經企圖透過公民投票的方式形成新的壓力，要讓中國及國際社會接受臺灣參加聯合國的各項活動，但是由於在臺灣國內並沒有形成共識而失敗。本文旨在分析臺灣過去企圖參與聯合國的各項戰略以及歷史經過。

The United Nation is a very important invention of humanity in the twenty century. The main purpose of the United Nation is to maintain a peaceful world, in the same time to stop the war, in hoping to work together to resolve the numerous global problems of the world in the new century. The government of the Republic of China on Taiwan was one of the 51 founders states of the United Nation in 1945, but the seat in the organization was replaced by the People Republic of China in 1971 and forced to leave all the international organizations of the world. In the years of 90, the government of the ROC finally decided to make campaign to reintegrate the system of the UN. But the government of Taiwan needed to face the very strong opposition of China. The strategy of Taiwan to join the UN is mainly based on three tactics. The first one is to join the UN as a new state, the second one is to reintegrate the UN as the one who founded the UN, and the third one is to demand to be observer of the UN. This article aim to analyze the strategies using by the government of Taiwan to try to join the activities of the UN.
