論文摘要 資訊社會出現了「全民監督警察」的特殊環境，分秒必爭的採訪記者，不會放 過發生狀況時的「責任回應人」。從新聞報導實例來看，「警察發言人」的工作， 正在散佈開來；每一個警察都有機會被媒體採訪成為「發言人」；這樣的態勢愈來 愈顯著，相關的實例也很多。本研究提出一個關於警察教育訓練的「芻議」，建議 警察應該普遍實施媒介素養教育，「回應媒體能力」應該列為基層員警專業能力之 一。我國將近8 萬名警察，無論職級，都有必要培養基本的媒體回應能力。
