Recently the government aims to implement the training of the people’s basic swimming skill to lower drowning rate. However, as the nation is challenged by ever tighter financial situation, the age of big government has passed while civil awareness is becoming increasingly pronounced. Government agencies alone can no longer fulfill the demand of policies and the people’s desire to participate in public affairs. In light of this, the participation of private sector is becoming more important. The cooperation between public and private organizations is fostered in such background. Through literature analysis, this research revisited the cases of public and private sector cooperation in sports and public affairs and investigated how county and city governments, school and swimming pool operators from the private sector cooperate to implement the swimming promoting policy. It aims to understand the interaction between the relevant actors to further induce the elements that facilitate partnership. The research found that effective communication, promise fulfillment and trust are essential factors in implementing such policies.
