一九七○年代福利國家的危機實導因於雙重因素的影響：其中一個因素是由於國際經濟危機所引發所得成長的停滯，另外一個因素則是由於民間對於公共服務績效的覺醒。因此，要解除福利國家的危機就需要從兩方面來著手：一是要脫離經濟成長的困境，二是要重振公共服務的績效。本文以為經濟成長與公共服務績效的提昇需要一個更人情化、更能友善處理國家社會服務事務的市民社會之形成，而非單單強調市場機制，著重經濟效率為考量的民營化措施就所能奏效。政府則是要站在指導性的角色，在「福利」與「市場」導向的理念引導之下，節約行政成本、革新政府效能、精進服務品質，傾全力建構一個清廉政府，與市民社會以及市場部門共創一個「三贏」的後福利社會。

　　　　　The crises of welfare states in the 1970's were initiated by the economic stagnation, ignited by the world economic declining and precipitated by disillusionment with the performance of public services. The ways for resolving the crises therefore have to focus on reengineering economic growth and revitalizing administrative performance. We believe what economic growth and administrative performance demand is a civil society that could deal with national businesses and social services with a more personal and gentleman-like style, not just a privatization policy with an economic priority of market mechanism and operational efficiency. And the government has also to committed itself, under the guidelines of both "welfare" and "market" ideologies, to the renovations of reducing managerial costs, renewing administrative effectiveness, and refining service quality so as to reconstruct a triple-winning post-welfare society of good government, civil society and market institution.
