政府為最主要之非營利事業機構,其支出規模龐大,支出效率對國計民生有重大影響。如何運用企業化管理方法,藉以提升政府公共支出的管理效率為重要之課題。本研究的目的是從企業化管理觀點,研究影響政府公共支出管理效率的關鍵因素,並據以提出提升具體改革策略。
本研究架構為影響政府公共支出企業化之決策、制度與執行三個層面。資料蒐集採用問卷方式對公務人員進行抽樣調查。資料分析,採用本文提出解決三層級間模糊關係之模糊多層級分析、聯合分析,灰關聯分析以及主成分分析暨典型相關,找出在企業化管理觀點下,影響政府公共支出績效之因素。最後,提出可行的提升政府公共支出績效之改革策略,以為其因應企業化管理環境的參考。
本研究之主要貢獻在於採用計量方法,將專家意見及專業人員執行之感受,提出研究結果並提出解決之策略,提供決策客觀性,作為改進法規彈性與管理制度效率之參考。
Government represents a primary non-profit institution that makes enormous expenditures, the relative efficiency of which has a direct and considerable impact on the livelihood of the population. Proper application of the principles of entrepreneurial management to achieve management efficiencies in these expenditures is thus an important issue. This paper addresses from an entrepreneurial management perspective those factors which most affect the efficiency of government expenditures, and proposes concrete reform strategies to achieve enhanced efficiencies in government administration.
The framework of our research addressed the three layers of decision-making, systems, and execution in the domain of entrepreneurial approaches to government outlays. Data were collected through sample survey of questionnaires completed by civil servants. The data were analyzed according to a fuzzy multilayered analytic hierarchy process that resolved the fuzzy relationships among the three layers, using conjoint analysis, grey association analysis, principal component analysis, and canonical correlation analysis to identify from an entrepreneurial perspective those factors affecting performance of government expenditures. The paper ends with feasible strategy proposals for reforms that would enhance performance of government expenditures through reference to management practices in the entrepreneurial environment.
