　　　　　近年來，美國的學校選擇運動興起，希望改進學校教育的績效責任，增加成本效益，在各種學校選擇方案中，特許學校是學校教育民營化所採取的重要措施，自1991年Minnesota州通過特許學校法以來，目前全美已有四十個州和哥倫比亞特區制定特許學校法。1995年開始，教育經營組織逐漸參與特許學校的全校經營管理，其性質屬於營利的私人公司，教育經營組織的數量越來越多，在2003年，全美2,700所特許學校中，有417所學校係由47所教育經營組織所經營，是教育事業民營化的一大特色，但是其兼顧營利和提昇學生學業成就的雙重目標，是否真正達成，引起許多的爭議與討論；從教育經營組織的實施經驗，將可提供我國推動學校公辦民營政策之參考，尤其是否適度開放營利，以增加參與公辦民營之誘因，是值得深入思考的課題。
