本研究目的係以使用後評估方法，評估太魯閣國家公園布洛灣遊憩區遊憩設施之服務品質與經營管理成效。資料收集方法包括有主管人員之深度訪談、現地遊客行為觀察及遊客問卷訪談。研究結果顯示：遊客對布洛灣遊憩區的環境規劃、景觀設計、設施服務與經營管理等方面的使用成效均非常滿意，特別是對解說服務與公共設施。本研究結論，以使用後評估方法進行國家公園服務與經營管理之績效評估極具可行性，且評估結果有助於制定改善策略。因此建議國家公園單位應制定一套國家公園遊憩區之使用後評估模式，且持續定期進行園區之服務與經營管理成效之評估，進而提升國家公園之整體服務品質與經營管理成效。

The purpose of this study was to evaluate the service quality and the effectiveness of management performance of recreational facilities of Buluowan Recreational Area in Taroko National Park by the method of Post-Occupancy Evaluation (POE). The performance of Buluowan was assessed by data collected from in-depth interviews of managers, physical environment investigation, on-site participant observation and visitors questionnaire. The study results showed that performance of the environmental planning, landscape design, services and managements of Buluowan was very satisfactory, especially the interpretation services and public facilities. The study concluded that the POE is feasibility to evaluate the performance of national park services and managements, and evaluation results are helpful to establish the strategies to improve the management. Hence the government should establish a POE model and continue periodical evaluating the effectiveness of management performance of recreation area for improving national park service quality.
