The purposeof this study is to analyze the use of contractingemployees in Mailand China's civil service reformfrom the systematic, legaland implementing point of view.This paperusesliterature analysis method of historical institutionalism.This study finds:In the reform process of thirty years,the personnel flexible limited-reform under the principles of the party-controlled cadres has become core strategies of Mailand China'scivil service reform.Under incomplete legal norms and highly centralized executive power situation, the local governments in developed areas have been making use of the contract staff flexibly.With the perspective of historical institutionalism,the personnel flexible reform of Mailand China's civil servant system inherited the institutional legacy ofMao era's the principles of the party-controlled cadres ,and presents a path-dependent mode.
