　　　　　近年來美國各級政府積極結合民力，推動全民治安防衛體系，成果已逐漸展現， 這種尋求以預防與偵查並重，以社區問題為導向，結合資源共謀解決之道，並提高社區生活 品質的治安的工程，已成為新興的警政哲學。我國的警政發展，在社會結構改變以及民主浪 潮的衝擊之下，也面臨功能的轉型期，為深入瞭解社區警察制度，本文藉由文獻及實地考查 美國城、鄉警察局，深入探討並印證美國社區警政之施行經驗，提供為學術及施政參考。
