The topic of this article is the Albert Venn Dicey’s discourse on parliamentary sovereignty. It attempts to introduce and evaluate the theory of parliamentary sovereignty, including its definition, contents, characters, possible limits and historic background. The key concept of this article that Dicey think, parliamentary sovereignty was the main character of U.K. political institution. Furthermore, he points 1) that parliamentary sovereignty existed was the law reality, and it was recognized by U.K. law; 2) the foreign law was not applied in U.K.; 3) under U.K. constitution, the Parliament was a legislative body of absolute sovereignty. As a whole, Dicey’s view was so all-around, abundant and deep by no means. Especially he pointed the main charter of U.K. Parliament, not only agreed the political situation in 18th century; but also provided the special view on parliamentary studies in a comparative perspective.
