現行警察新聞發言人制度，雖然明確了「誰來說」、「說什麼」、「不說什麼」，但是對於「怎麼說」卻從未被提到，被推舉或指定為發言人的警察也無法從中得到發言表現的建議。而檢索國內相關研究文獻，以警察發言人口語傳播表現為範圍研究，迄今仍付之闕如。本研究以電視新聞「陳榮吉案」、「葉菊蘭表妹案」、「林煌幽案」、「李睿隆案」以及「周政保案」案等為研究對象，將警察發言人在電視新聞中的口語傳播，經過文字化後加以分析。本研究發現影響警察發言表現的有「外在因素」和「內在因素」。外在因素是警察發言人的可信度與專家性，媒體關係和新門守門行為。內在因素是指警察發言人的口語傳播表現。本研究認為，雖然警察新聞發言人的表現並不會損及警察的專業能力或服務熱忱，但卻影響全體警察的形象。當警察上電視已經成為每天都發生的事情時，警界應對此投入更多的關注；因為，沒有其他人會比警察更在意警察的發言表現與公共形象。
