台灣在解除戒嚴令之後，對人民集會結社自由的管制解除，一時之間，人民團體如雨後春筍般相繼成立，蘊積已久的民間力量，從社會各個角落開始宣洩，一波接一波的旺盛活力，簡直讓人目不暇給。卻也讓筆者注意到一件事，就是國內工商團體組織（即僱主團體組織）的功能似乎未見發揮，外界對於同業團體的了解，仍停留在表面的階段，對於內部實質運作的情形，缺乏深入的理論解釋。為此，筆者開始對人民團體進行研究。然而，在研究的過程中，愈發感受到台灣團體運作的特殊性，已非簡單運用一個理論所能解釋。為克服這層障礙，筆者採取多面向的研究角度，透過「歷史」、「結構」、「實證」、「參與觀察」四條路徑的交錯分析，嘗試描繪出台灣地區工業團體的真實樣貌。在此研究進路之下，筆者整理出一組基本的分析架構，藉此對僱主團體提出一種新的理解。但這種新視域的建立，原就牽涉甚廣，再加上詮釋架構尚處萌芽階段，使筆者在論述過程中，本著恓恓惶惶之心，深恐過度詮釋。但願這項期望與本文所呈現的論述之間，不致相距太遠。
After Taiwan declared its martial law ended, it also ended the restriction to its people's freedom of assembling. Suddenly, mass organizations were established rapidly and quickly. The folk strength, which was accumulated for a long time, began to be unleashed from every corners of the Taiwan society. The energetic waves of strength were hard to keep up with. However, it also led to the writer's attention on the local organizations of industry and commerce (organizations of employers), that their functions do not seem to be developed. The outside world's understanding of organizations of the lines of works still remains superficial. It lacks deeper explanations of theories regarding the real internal operating situation. For this reason, the writer began researching regarding mass organizations. However, in the process of research, the writer could sense even more about the uniqueness of Taiwanese organizations' operation. It could not be explained by simply using one theory. To overcome this barrier, the writer used a multidimensional approach to conduct his research. Through the paths of "history," "composition," "evidence," and "observation participation," with analysis, the writer tried to sketch out the real image of the organizations of industry of Taiwan area. On this direction of research, the writer organized a set of basic analyzing structure, and proposed a new understanding to the organizations of employers. But the establishments of this kind of new viewpoint were concerned widely at start. Also because the analyzing structure is still in the launching stage, the writer, with an anxious heart, was afraid of overstating, but still desired the presented statement of this article is not detached distantly from the expectation.
