論文摘要 全球化的發展改變了政府治理的模式，政府須調整其與國內社會互動關係中的 功能與職能，政策執行需要與私部門、公民社會協力合作共同完成。因此，政府需 建構治理互賴的政策執行機制，以有效統合公私協力政策執行的網絡運作，使政策 的執行能與治理的轉型緊密接軌，而利政策目標之貫徹達成。 本文依據相關理論與文獻，探討治理互賴的政策執行機制之構成要件及其內 涵，包括建立公私協力的夥伴關係、提升政府治理的能力、形塑政策執行的網絡， 以及積蓄互信的社會資本。並以台北市停車社區化管理案例檢視，由停車管理工程 處、警察機關、社區管委會及業者，透過治理互賴的政策執行機制，協力推動社區 停車管理所展現的優質政策執行功能。
