數位落差之所以成為一項重要議題，其前提為資通訊科技已深度融入人們的生活。然而，發展時序推進至此，當更多的人可因此而獲得生活便利時，我們更應關注到那些依舊被遺留或稱遺忘的少數，因為這樣的少數受到的剝奪與排除，將更甚以往。 高齡人口在相關政策的實施後，成長相當有限，一般解釋為高齡人口「不需要」這些新產物；另一解釋則為「科技恐懼」。本文提出，高齡者是可以藉由科技發展而增進其福祉，同時也認為高齡者的使用問題，與其說是恐懼，不如以障礙視之。據此，採取傳統高齡者與身心障礙研究之「通用設計」(Universal Design) 概念來進行思考，以類比當前科技先進國家推動之U化發展之根本依據-U運算 (Ubiquitous Computing)，其意義在於不一定需要「高科技」，但需要符合「人性」。

Digital Divide becomes a very important issue because the information communication technology has deeply merged into our lives. However, as the development timing up to now, when more people can enjoy the convenience of lives, we should pay more attention to those few people who are still left over or forgotten. Such few people will suffer the deprivation and exclusion more than ever. After the practice of the related policy, the growth of the elderly people is quite limited. On the one hand, there is every indication that the elderly people “do not need” these new products and on the other hand, it is regarded as “technophobia.” It is implied in the present study that the elderly can increase their welfare through the development of technology. In the meantime, the elderly people’s problem of use is not so much fear as obstacles. Accordingly, the present study adopts the traditional idea of “Universal Design” of the study on the elderly people and the disables to proceed to thinking in comparison with the key base Ubiquitous Computing of Ubiquitous development promoted by the current technological advanced countries. The real point does not necessarily lie in “high technology” but it should correspond with “humanity.”
