觀乎美國近代教育改革史中,強化「學生學習」總是一再地出現在國家的各項重要教育政策當中,從1983年的《國家在危機中》(A Nation At Risk)、1980年代後期及1990年代初期的《標準本位改革》(Standards-based reform),以及2001年所倡導的《把每一個小孩帶上來》(No Child Left Behind),在在都顯示美國政府能不斷地為其國家中的每一位學生的學習而努力。
