近年來，教育部積極鼓勵以學校為本位，由學校教師自發性組成專業學習社群，探求各種增能活動，並透過教師之間有意義的對話，將彼此的教學想法做合乎脈絡的分享，期許如此專業對話的學習社群，將有助於提升教師的教學效能（教育部，2009）。然而，教師專業學習社群所主張的不應只是教師能力的提升，也應該關注學生學習之改善，更應期待教師能夠由下而上，促進學校組織文化的轉變（Nelson & Slavit, 2007）。
