產業租稅獎勵是我國政府產業政策工具中最重要的一項；而代表政府干預 市場程度較深的「產業別」租稅獎勵，在《產創條例》中完全遭刪除，象徵著政 府政策進一步向經濟自由化邁進。本文的問題意識是，促使此產業租稅獎勵政策 變遷的動力因素為何？本文從政策變遷相關理論及研究文獻中，歸納出影響政策 變遷的因素，並且以產業別租稅獎勵在《產創條例》制定過程中遭致刪除為例， 予以檢證。研究發現，不同政策主張的「論述競爭」結果，以及經建官僚能否維 持產業政策網絡的運作（攸關其主導政策能力高低），係為影響產業別租稅獎勵 政策變遷的因素。
