題名：家庭需求與福利政策--制定托育政策的探究

本文旨在強調社會福利政策的制定，應立基於社會需求的本質與內容。以托育政
策的制定為為例，實應探究家庭產生托育需求的原因及本質，並經過對各種可能策略的瞭解
與比較後，再作政策的考量。本文研析結果顯示，目前家庭的托育需求，主要來自社會變遷
的因素，需求的內容包括學齡前兒童的家庭式與機構式托育，學齡兒童課後輔導，臨時托育
，延時托育以及特殊兒童托育機構等。因此托育服務實可形成一個服務輸送網絡系統，而托
育服務亦應被視為家庭政策系統中的一環。在托育政策的前提考量中，應先釐清各級政府的
管理角色，和托育服務體系的屬性定位，由本土經驗和美國的發展實況來看，從中央到地方
，甚至到民間非營利組織作併給責任與財源的擴散， 但政府 (尤其走中央政府 ) 保留規範
及管理責任的方向，似乎較為恰當。文中詳細探討外國經驗中，托育政策支持消費面、支持
供給面與支持系絡面的三種策略，並在托育服務政策，應以達成「價格合理化」、「服務普
遍化」、「設施均衡化」、和「品質專業化」的政策目標前提下，提出在消費面、供給面與
系絡面應有的政策內涵。
