本文檢討“社會歐洲”發展的可能性。首先，本文檢閱當代歐洲福利國家的幾種類型。接著，介紹歐洲聯盟的發展史。第三，簡述歐洲聯盟的制度設計。第四，解析歐洲聯盟的社會政策發展。藉此，最後，檢討歐洲聯盟發展成為一個“超國家的歐洲福利國”的可能性及其障礙。目前來看，歐盟要發展成為一個歐洲福利國的可能性不高，本文從歷史制度的角度來分析，如市場優先、分權原則、政治制度、異質性，以及社會民主的興衰等因素都影響歐盟走向一個單一福利國的可能。但是，作為一個歐洲聯邦國（？），歐盟是有逐漸整合其不同主權國家的社會政策的步調。因此，既維持現狀又調整步調是歐盟社會政策的走向。
This paper explores possible scenarios of Social Europe by virtue of historical institutional analysis. First, the European welfare state sovereignty and autonomy in the member states is outlined. Secondly, the history of European Union is briefed. Thirdly, the institution of European Union is discussed. Fourth, the development of European social policy is examined. Finally, the possible configuration of Social Europe is analyzed. The position of social policy within the EU is contested, but the EU has gradually developed powers through the extension of its competence, direct intervention in social policy issues and the push on "convergence", or agreement on minimum standards. Consistent with its federal nature, the European model of the welfare state is based on harmonization, integration of the excluded social policy.
