近年來，臺灣隨著民主化的發展及省縣自治法與直轄市自治法通過，政府的角色 與地位已逐漸轉變，地方自主化己慢慢的發展，使得地方政府之決策權有擴增的趨勢。對都 市服務之提供已明顯的由供給導向(supply oriented)轉變為以民意為依歸的需求導向 (demand oriented)，這趨勢都顯示出未來的都市發展將更依賴地方政府與地方民意之參與。 但都市應如何發展呢?縱觀世界各都市的發展，發現各都市正執行一項國際性計劃---「健康 都市計劃」(Healthy City Project)，此項計劃已執行十幾年，且在世界各國都獲得相當不 錯的成就。故本研究的目的希望透過健康都市理論的介紹，以提供現今臺灣都市一個發展理 論的基礎。

　　　　　Recently, passing through autonomous law of province-county and city, the role and status of the government has changed. The local autonomy already has developed slowly, and the policy-power of local government has the situation which extends. The supply to city service changes from supply to demand. This situation shows that city development will depend on the participation of inhabitants will. But how does city develop? Looking at the development of city in the world, we discover that every city is implementing an international plan -- "Healthy City Project". This plan already has implemented over ten years and it has got good achievement. So, the goal of this paper hopes that through the introduction of Healthy City Theory, to supply Taiwan city with a basic development theory.
