本論文由地方政府╱地域國家自主性的一個基本的理論角度發問：地方政府做為一種結構性元素，是國家為遂行對社會的控制所創造的更多的制度性空間。然而，地方政府也是社會運動的力量所最容易穿透的政府。其次，本文採納了對地方政府的一種分析假說，它包括了地方權力集團，地方領導權階級、與地方顯要等概念。這些概念與假說有實踐的意涵。然後，作者再針對地方社會的自主性和社區參與的一些看法提出闡述，強調由自在的社區向自為的社區轉化過程中，社區意識的重要作用。此外，本文指出面對全球-資訊化城市浮現的新時勢，社區參與式設計是新都市政治的關鍵。最後，做為一個有機的規劃師與設計師，作者強調這裡也是社會與空間轉化的隙縫。

　　　　　This paper begins with a fundamental theoretical question on the autonomous local government/state: Local governments are a structural component creating additional institutional space for state control. However, it is easier for local governments to be penetrated by social movements. Second, an analytical hypothesis of local government is adopted, which includes such concepts as local power blocs, local hegemonic classes, and local notables. Both concepts have significance of practice. Then, several key ideas on participation in and the autonomy of local society are elaborated upon. Additionally, to face the new conjuncture if the emerging global-informational cities, community participatory design is now crucial to new urban politics. Finally, as an organic planner-designer, I emphasize that there are also enclaves for social and spatial transformation.
