新竹科學園區目前約有430多家高科技企業,台灣高科技產業之主要核心,即為這數百家企業所組成之聚落,這是台灣高科技產業之優勢亦是隱憂。過去,台灣之企業以製造歐美開發之產品為主,擅於製程之革新,但也陷入微利之中,難以往研發與品牌發展之窘境。在全球化下,企業分工更為專業,單一企業已難以獨立於全球網絡關係之外生存,在大量訂單移往世界工廠-中國大陸及開發中國家之同時,竹科管理當局能否適時調整政策與資源,提供加值服務,使企業朝價值鏈上層移動,以提升其競爭優勢與績效,乃是目前之重要課題。鑒於此,本研究之目的旨在探索全球網絡關係、創新加值服務對於新竹科學園區科技聚落競爭優勢與組織績效之影響,希望藉由本研究之探討與分析,提供竹科管理當局創新加值服務平台後續發展上之參考。本研究首先針對歐美主要園區之關鍵成功因素進行探討,並透過相關研究文獻探討以建立本研究之理論架構,之後依據理論架構發展本研究之量表,通過預試後對竹科園區之432家廠商進行調查。之後透過結構方程式針對理論模型進行驗證。研究結果顯示,竹科園區管理當局目前所發展之政策仍以半導體與光電產業有較佳之利用率。此外,亦發現創新加值服務對企業之全球網絡關係,具有顯著之直接效果。創新加值服務與全球網絡關係對企業之競爭優勢與績效,具有顯著之直接效果,且全球網絡關係於創新加值服務與企業之競爭優勢及績效間,具有顯著之間接效果,以上發現顯示,竹科管理當局目前發展之創新加值服務及國際化策略對區內企業之全球網絡關係、競爭優勢與績效有顯著之影響,但未來政策發展上可朝多元化發展,以因應全球化下,未來多樣性企業進駐之需求。
There are currently over 430 hi-tech enterprises located in Taiwan’s Hsinchu Science Park. The industry cluster formed by these firms represents the main center of Taiwan’s hi-tech sector; it embodies both the strengths and weaknesses of the country’s hi-tech industries. In the past, Taiwanese enterprises manufactured products that had been designed by European or U.S. firms, excelling at process innovation. However, over time the profit margins on ODM/OEM production shrank, while at the same time Taiwan’s hi-tech sector found it difficult to reorient itself towards R&D and branded manufacturing. The ongoing process of economic globalization has led to an ever-finer division of labor in industry; it has become increasingly difficult for a single enterprise to go it alone, operating outside of existing global business networks. With more and more orders going to manufacturers in China – the “factory to the world” – or to other developing nations, the key question today is whether the Hsinchu Science Park Administration can adjust its strategy and resource allocation to provide the value-added services that the companies located in the Park need to help them move up the value chain and strengthen their competitiveness and performance. The aim of this research project is to explore the impact of global networks and innovative added-value services on the competitiveness and organizational performance of the Hsinchu Science Park industry cluster; it is anticipated that the analysis presented in this study will constitute a useful reference for the government agencies responsible for administering the Park when considering how to implement the ongoing development of innovative added-value service platforms. The study begins by exploring the key factors behind the success of major science parks in Europe and North America, and then undertakes a review of the literature to establish the theoretical framework for the research, which in turn provides the basis for the assessment forms developed for the study. After preliminary testing, a survey was undertaken of 432 enterprises located in the Hsinchu Science Park. Verification of the theoretical model was then performed used structural equation models, which demonstrated that the strategy currently followed by the Hsinchu Science Park Administration is still largely oriented towards promoting the development of the semiconductor industry and optoelectronics industry. A significant direct correlation was found between innovative added-value services and an enterprise’s global network relationships. Global network nexus and innovative added-value services were found to have a significant direct impact on an enterprise’s competitiveness and operational performance, and global network relationships were found to have a significant indirect effect on the relationship between innovative added-value services and competitiveness and operational performance. Overall, the results showed that the innovative added-value services and internationalization strategy that has been adopted by the Hsinchu Science Park Administration has had a significant impact on the global network relationships, competitive advantage and performance of the companies located within the Park; however, in the future the Administration may need to adjust its strategy in the direction of more diversified development, given the need to get a wider range of enterprise types operating in the Park in response to the changes that globalization will bring.
