教育作為公共行政系統之一，有國家性的角色和功能。本文旨在從國家政權存續的需求出發，梳理相關概念或理論；建構出公共行政系統、規範系統、經濟系統三者依存的動態關係網絡。其中，以國家政權為核心，透過各種公共政策（如教育等），履行一個共同性的目標：一方面是必須獲得人民的服從或忠誠，建立一套有助於現存秩序的規範系統，其方法可能是強制性或非強制性；另一方面，國家行政系統必須提供整個經濟系統運作的基本條件之服務，諸如人力資本等，並從其中取得財政（稅收或資源）的供給。而教育系統及其活動正是連結此系統的國家機器之一。 從相關的研究，不難看出臺灣的教育一直承擔著型塑國家意識型態以及配合經濟發展進行人才培育的責任。但隨著社會的開放、政治的民主，意識型態、國家、經濟三者緊密連結的關係已然鬆動。因此，不論是政權或教育均需重新思考反省自身的本質和目的，才能永續經營。

As a site of governing patterns of the state, the educational system takes charge of particular state or governing function. The purpose of this paper is to examine an initial model to portray and explain the state function of education. The integrating system of ideology, state and economy is interdependent, interactive, and feedback-oriented. The effective working of the system will be helpful for the legitimacy and existence of a polity. Through educational policies, a regime can model the ideologies of its people and train them for professions. So, for this point, the educational system is not sui generis, as its activities are effects of the political and economical system, but not the causes.
