題名：跨國企業在臺研發本地化與我國因應政策之研究

本文運用現代經濟學的理論和方法，以跨國企業研發本地化投資中的利益創造和利益分配為中心，構造了一個賽局分析的理論架構。本研究結果顯示，為保證地主國對跨國企業在臺研發本地化收益最大化，地主國對跨國企業在臺研發本地化政策的最適水平應隨跨國企業在臺研發本地化環境的改善而降低，隨研發本地化環境的惡化會明顯提高，地主國的收益水平隨其研發本地化的環境的改進會明顯提高。最後，運用這一推論，本文對我國近年來外資優惠政策的演變歷程，進行了系統的理論驗證說明，並提出我國的因應政策。
The writing, by means of modern economic theories and methods, Constructs a theoretical framework of game analysis which centers on the creation and distribution of return on transnational corporation R&D Localization investment. The result of this study indicates, in order to assure the max. Benefit for host country to transnational corporation R&D Localization in Taiwan, the most suitable level for host country to transnational corporation's R&D localization in Taiwan should be lowered according to environment's improvement for transnational corporation's R&D Localization. Should be raised according to environment's deterioration for transnational corporation's R&D Localization. The benefit level of host country will be raised obviously according to environment's improvement for R&D Localization. Finally, marking use of this inference, this study proceed systematic analysis, examination and explanation to the changes and process course of the recent foreign fund preferential policy.
