The main focus of this paper is an exploration of the development of tourism regions in Yunlin County, Taiwan, in which the allocation of the limited development resources can be prioritized. In this research, questionnaires are applied as research tools and three theoretical models are employed, namely Quality Function Deployment (QFD), Analytical Hierarchy Process, (AHP) and Fuzzy Set Theory, to solve the problems identified in the research. To incorporate expert opinions from industry, government and academia, this research identifies tourist demands and examines the importance factors of the demands. Followed by the evaluation results, this research prioritizes the development order of five regions, as categorized by this research, in Yunlin County. The results can lead to a consideration of concentrating limited resources in order to promote the local tourism industry and economic development. Based on consideration of the distinctive natural resources, geographical advantages and unique cultural background of Yunlin County and incorporating the tourism industry development policy of the country, it is hoped that the findings of this research will enable the relevant national authorities to organize effective plans to promote the development of regional tourism.
