In the past years, criminal justice system was deeply affected by social thoughts of restorative justice and rehabilitation. Many Western countries have adopted juvenile diversion programs, which provide social services and guidance within their own community. This study adopted the method of observation. The author participated in the SHORTSTOP program of Long Beach Bar Foundation in California, USA. This program has been running since twelve years ago in Long Beach. Base on these data, the major findings from this study are nine dimensions: practice theories, agencies of case-intake, goals of programs, qualifications of practitioners, feasibility of contract out, integration resources, family participation, budget, and outcome evaluation. Finally, the study also provided some suggestions for future practice.
