任何組織體系的變動乃是一種因應環境而適時調整的一種常態，以我國目前國防組織而言，面對當前環境的挑戰，勢必也必須再做出檢討與調整，以精進國防組織的任務與結構功能。但是這樣的調整，對於國防組織的任務與功能，是否能夠達到預期的目標，又是否能夠發揮國防組織結構應有的功能？殊值我們深刻思考。據此，本文擬針對今年國軍首度公布《四年期國防總檢討》中「組織精簡」的部分作一觀察與分析，也就是針對目前國防組織體系，和未來國軍規劃「國防轉型」後，三軍作戰單位的再精進，前後兩者之間作一對照比較，另外也針對國防組織再精進之後，國防組織的功能是否得以發揮，提出幾個面向供作參轄。

Every organization system has to adjust and also respond timely to the emerging changes in the environment around itself. This adjustment is normal to the latest changes that happen in the world. It is the duty for every organization to modernize it according to the current situation. The national defense organization of Taiwan also has the responsibility to face the challenges before itself, and has to review and adjust itself to the current developments around the world. There are a lot of changes in the world that has made Taiwan to respond timely to avoid getting sidelined by the world nations. We have to streamline and to strengthen the armed forces to face any kind of challenges that may emerge because of the military changes that happen around the world. It is not very sure wheather the armed forces are trying to achieve the desired objective and are able to perform the functions as an efficient military organization. We are going to review part of streamlining of the military organization based on the QDR promulgated first time in 2009. We will compare the current system of national defense organizations and the future system of the national defense transition so that we can understand whether the system of the national defense transition can properly function under those changes. Some suggestions are given for the better function of the armed forces.
