本文之目的在於分析和建議大高雄直轄市未來的可能治理模式。基本上以城市發展模式、民主治理模式、經濟治理模式和國際交流模式四個面向來引申分析。主要的論點是建議高雄學習西班牙 海港貿易大城，建設成一個台灣南部的觀光文化和工商業大城。最後，升格合併的決定是高雄市發展的關鍵時刻，希冀藉由本文，讓更多關心高雄發展的人可以一起為高雄策劃未來。

This paper aims to analyze and to suggest possible governance models for Kaohsiung City. In essence, we elaborate on city development model, democratic governance model, economic governance model and international exchange model. The argument here is to suggest Kaohsiung can take Barcelona, Spain as a role model and can become a city which is famous for travelling, culture, and trade. The merge between Kaohsiung City and Kaohsiung County has been a critical juncture for their development. By means of this paper, the author wishes more people who are concerned with Kaohsiung’s development can devote their efforts to its city planning in the near future.
