本研究採用logit迴歸分析法，針對2000-2011年美國國會參、眾兩院議員提案及連署與臺灣相關法案之情形進行分析，以了解他們為何會支持臺灣。結果發現無論是在參院或眾院，意識形態較保守或共和黨籍的議員比較傾向支持臺灣。而在眾議院裡，占全美出口至臺灣貿易額比例愈高的州的眾議員也愈支持臺灣。這說明意識形態（或與其密切相關的政黨黨籍）是重要的影響因素，而選區利益則因僅對眾議員有作用，而不若意識形態或政黨的影響那般全面。
This article aims to understand why legislators support Taiwan in the U.S. Congress. Literature on congressional consideration of foreign and defense policy suggests two competing theories, with one emphasizing the influence of ideology and the other spotting the role of constituency economic interests. By using logit regression analysis, this research finds that from 2000 to 2011 conservative or GOP members of Congress are more supportive of Taiwan in terms of sponsoring and cosponsoring relevant resolutions. In addition, the more a given state exports to Taiwan, the more likely its representatives will support Taiwan. These results show that ideology (or political party membership, which is closely related to ideology) is an overarching factor bolstering U.S. Congressional support for Taiwan. On the other hand, the effect of constituency interests is somewhat limited when compared to ideology, as it is significant only in the House of Representatives but not in the Senate.
