臺灣四面環海，開發航運避開陸上車潮，或是發展海上觀光休閒旅遊，是經常被人們提起的政策構想。新竹市濱海，藍色公路的開發，也曾經在新竹市政府的政策規劃當中，但經過行政官僚的理性評估後，並未迎合民意的期待而開辦。本文即以此個案，說明在一個理想的公共政策規劃開展的前期，政策方案如何在尚未進入政策網絡之際，即受到行政官僚理性決策選擇的影響。

Taiwan is an island sound by ocean. The green transit from sea travel is gradually instead of vehicle transportations, even sightseeing and leisure more than daily human and material movements. It is a fresh and tendency of existing green living styles. The coast of Hsinchu City, as developing a blue highway system, it is already planned by council's policy making. After concise design and analyzed on it, which still not to be accepted by public opinion to realize. This case study wants to explore what happen in the early stage taking of blue highway policy making which is influenced by rational analysis from bureau systems before entering that performing task of public policy.
