　　　　　家庭是個人最早的社會化單位，有關家庭的學習持續整個人的生命週期，個人人 格的養成，價值觀的形成，社會角色的學習，無一不受家庭的影響，家庭教育可說是一切教 育的基礎，關係著學校教育及社會教育之成效。 公私領域界限打破，家庭中的問題及困境，已漸從個人的私領域提升至公共的社會問題。公 共╱政府力量的界入，已成解決當前家庭相關問題的必然趨勢。近年來，政府已體認家庭教 育之重要性及影響力。但是，以往政策的施行或活動的設計，皆是由上層決定工作重點，下 層依案辦理，此種由上而下決策工作方式往往無法提供切合民眾（服務對象）所需之輔助， 容易流於形式，而衍生資源浪費或分配不均、重疊之現象。為了整體資源有效之安排，本研 究使用層級分析法（ analysis hierarchy process ）來發展家庭教育的資源分配指標（ resource allocation index ），使得一般無法量化的觀念轉化為具體而明確的相對重要比 重。 結果顯示：在家庭教育的內容項目方面，家庭關係乃是民眾心目中認為最重要的家庭教育內 容項目，而婦女意識和老人教育則有被忽視的情形；而在活動方式方面，經過整體綜合評估 之後，民眾認為專題講座的相對重要性大於其他活動方式，而電視、收音機則是民眾認為在 所有項目中相對重要性最低的。電化傳播如電視、收音機方式雖最方便、經濟且不受時地限 制，卻最少被善用，可見以電化傳播方式來宣導，是家庭教育應努力的方向。
　　　　　Toward the 21st century, major demographic shifts are producing older society; and family is changing in structure and composition. The study identifies and discusses the current changes of family in Taiwan. Use both qualitative and quantitative methods (focus group and analysis hierarchy process) to construct a resource allocation index for family life education. Through the discussion and interaction, family life educators may become more sensitive to today's family diversity. Based on this index, effective as well as efficient family life education program can be designed to assist families in coping with tensions in today's changing society.
