教育發展是衡量國家競爭力的重要指標。二十一世紀是全球化的世紀,世界各國政府紛紛制定各項教育政策,以因應環境的變遷與挑戰。教育政策指引教育改革發展方向,教育政策之規劃與實施,必須兼顧治標治本與引導發展等雙重功能。小學教育是一切教育的基礎,教育發展隨著政府教育政策、社會經濟環境與全球化情勢的改變,面臨極大的挑戰,尤其以臺灣小學教育正面臨師資供需嚴重失衡及教育財務破產危機等問題。事實上,臺灣小學教育政策發展是個複雜且動態的過程,受到政府財政能力、教育預算規劃、教育政策與法令、人口出生率趨勢及環境等因素相互影響,形成一個複雜且動態的系統。本研究利用系統動態學方法論,以臺灣小學教育系統為例,探討其系統結構,以了解其產生師資供需失衡與財務危機的原因。研究結果顯示,臺灣小學教育系統師資供需失衡與教育財務危機是受到系統內部變數與環境變數交互作用而成。最後本文模擬相關政策之動態效果,並做相關的討論。
Education is an important indicator of national competitiveness. The 21st century is the century of globalization. Governments around the world have to develop various education policies in response to changes and challenges of the environment. Education development depends on education policies. The planning and implementation of the education policies must put emphasis on both resolving the fundamental problems and facilitating the education development. Elementary education is the foundation of all educations. The development of elementary education in Taiwan is facing great challenges as a result of the changes of government education policies, social and economic environment, and the global situation. The serious disequilibrium between supply and demand for teachers and the financial bankruptcy crisis are particularly the problems of elementary education in Taiwan. Accordingly, Taiwan's elementary education development is on a complex and dynamic process, subject to the government's financial ability, education budget planning, education policies and laws, the birthrate trends, and environmental factors. These factors interact with each other, forming the complex and dynamic systems. This research uses System Dynamics as the methodology to explore the structure of Taiwan's elementary education system for the purpose of identifying the causes of the teacher supply and demand imbalances and financial crisis. Research shows that the teacher supply and demand disequilibrium and the financial crises are governed by the internal variables and the interaction of the environment variables. This study also simulates the dynamic effects of the related policies promoted by the author according to the research analyses. The findings from these investigations are comprehensively discussed.
