　　　　　擴大刑事司法體系（criminal justice system）的規模，可說是多年來我國政府對於犯罪增加社會秩序惡化的主要回應。就警察在控制犯罪的作為上，高可見度及迅速反應，始終是當代警察策略的兩大支柱，其中蘊含警力愈多愈好的涵義。但是，一九七○年代在美國Missouri州Kansas市所進行的巡邏實驗結果，卻顯示出令人印象深刻的發現。那就是警察的高可見度及迅速反應，並不能在犯罪的降低方面產生顯著效果（Kelling et al.,1974）。犯罪研究學者Gottfredson與Hirschi也曾做過類似表示：「增加警察數量可以對犯罪率產生實質效應的觀點，是與實證研究結果相左的（Gpttfredspm & Hirschi, 1990, p.270）。」　　本文的宗旨在於探究警察對於犯罪的回應效能，從警察的可見度、反應時間、逮捕以及社區犯罪預防等方面，分析警察控制犯罪的效能如何，以及警察社區化是否能有效達成該項目標。
