　　　　　本文分從四個角度探討警察與政治的關係。首先，警察工作內容是受外在政治發展程度所決定，以尚處於民主發軔期的台灣來看，警察功能已由秩序維護導向執法，至於服務功能仍處萌芽階段。其次，警察介入政治過程的方法有許多種，在威權國家，警察是統治者鎮壓異已的工具；民主國家中，警察的權力則受到相當程度的限制。第三，每個國家都藉由某種機制的設計來管理刺制警察行為，以符大眾期求標準，其中，又可大分為警察內部管理控制與外在政治制衡機制二種，至於一國選擇其中何種方式，則與該國政治的傳統文化有關。最後，從組織政治學的角度看，警察許多行為實均透過政治過程與政治手段完成。
