With socially environmental transformation, the role of police had been turned from social-order supervisor to public servant as people expected. Also, service-orientation ambiance that caused by shrinking police right and rising people consciousness produces much pressure on police while they carry on their duties. With such irrational demands from people and more negotiations with other organizations, these things bother police greatly. It is found that job rights and interests of police can be secured by police labor union in some countries. However, there is no labor-union law to secure job right and interest of primary-level police and no proper platform for primary-level police to communication with their supervisors. Whereas, this study argues the role of identity between individual and group in acquiring well communication between top-down levels or establishing labor-union law. It is necessary to have better understanding of those rights and interests which deserve great attention and interactive platform then makes it possible to well influence the establishment of labor-union law. This study selects participants of primary-level police and their families that have participated in activities of police labor union and interviewing them by purposive sampling. The finding reveal that primary-level police and their families has highly organizational identity but against that police rights and interests can be sacrificed because of their highly organizational identity. Also, the police are well aware of their rights and interests and hope to create related platforms or organizations for securing their rights and interests.
