國家安全的威脅已不再侷限於傳統性的戰爭，取而代之的是各種跨國恐怖組織所從事的破壞行動。而來自敵人的攻擊往昔是以國家為標的，威脅來自境外；然而現在威脅亦有可能來自境內，且威脅主體不再限於國家，威脅性範圍的轉變，導致戰略思維的轉變。風險是一種「開放性社會建構」，必須透過社會的不同成員的溝通與互動，風險才會被公眾「意識到」，成為「公共領域」的議題。從新公共安全的變遷與需求，探討公共安全不再是政府管理的專利品，需要透過多元的機關、社會安全防護體系的建構與連結治理，營造合理有效的公共安全風險之互動倫理（面對問題之態度、專業與責任）等。經由公私協力認知、學習、資源連結等過程養塑「公共化」，減低風險的「外部化」效果，讓風險成本「內部化」。也就是在民間「政府就是我們的」參與心態下促成政府的經營意志與決策倫理及責任，讓我們的風險分擔更合理更有效。本文爰蒐集「後九一一」的危機管理新視野、主要國家處理危機及恐怖事件機制等相關文獻，並參照我國部份社區透過公私協力構建「安全社區」的創新作法，檢視在全球化衝擊與挑戰下，政府與民間在公共安全的治理共享模式之機制設置及實務策進。

Recently the threat of national security is not only about tradition war, instead of is about across nation’s organizational destruction attack. After the catastrophe on September 11 ,2001, the war on terrorism is becoming globalization and leads every country to a style of governance and administration that much more closely reflects the idea of the state as a purposive association which is seen as a organized and directed around the effective and efficient pursuit of some coherent set of substantive ends or purposes and as that of a “manager” of a collective enterprise that is focused on such ends. Conditions of war despite lead to a style of teleocratic governance and administration, as well as assert that any future paradigm and policy guide must be built on comprehensive vulnerability management. The implications of comprehensive vulnerability management are truly help to promote the worldwide effect which propose to reduce vulnerability to terrorist attack. The U.S. government is considering how it should reorganize for homeland security, consequently attention has focused on the article concludes with a discussion of some organizational design and tools that DHS or any coordinating office will require to fulfill its mandate, from those new organizational design and tools which we can learn to promote our counterterrorism system and help us to think how we should be organize the war on terrorism.
