當國家發生重大天然災變時，例如地震、颱風、與水災等，主要的救災與重建工作，往往是各災變發生地區的地方政府。然而，在救災與重建的過程中，地方政府囿於有限的資源，常需藉由與其他公部門以及民間組織的資源協調與配合，才能有效的提升救援速度與賑災績效。其中，社會服務組織經常是第一線即時救援團隊所不可或缺的資源。本文嘗試運用地理資訊系統（Geographical Information Systems, 簡稱GIS），以九二一震災損失較慘重的災區，包括石岡、東勢、與和平鄉為範圍，為臺中縣政府建構一套賑災的社會服務組織資源資料庫以及空間圖像解析查詢系統，以期建構一個整合的賑災資源解析體系，來強化政府作為資源協調機制的有效管理與運用組織資源的能力。

　　　　　A disaster is often a sudden and dramatic emergency. Although taking action the local government is important, emergency responding also requires broad organizations’ involvement. This situation highlights a substantial demand for the local government to develop a collaborative resource system for carrying out disaster relief effectively. This paper describes outcomes of a pilot study focusing on coordinating resources toward a shared goal of disaster relief in the 9-21 Earthquake of Taiwan, 1999. Specifically, this paper shows partnerships between the local government and academic researchers in order to develop a resource management system toward disaster relief. The ArcView Mapping Techniques were used to provide policy makers and practitioners the way of implementing emergency services effectively.
