英國政府多年來不斷藉由相關法令政策之推展，企圖讓教育公平理想得以在現實層面中實踐。2004年通過的《高等教育法》雖允許各大學自2006年起在政府規定的學費上限內採取差異訂價策略，但亦規定各高教機構必須從學費收入中撥出一定比例作為獎助學金經費，藉此保障弱勢學生高等教育的入學機會。此外，更增設高等教育「公平入學辦公室」，作為推動公平入學之專責單位。基此，本文透過文件分析與文獻探討，首先針對英國1960年代以後高等教育公平理念的發展進行探討，其次分析英國與高等教育公平攸關之重要政策文件，以及政府近年提升高等教育公平之具體作為，藉此了解英國高等教育系統在學費調漲的壓力下，政府所提出的配套措施與改革政策，是否能讓高等教育發展更加貼近社會對公平正義的要求。最後，期能藉助英國經驗，有效達成提升我國高等教育公平的目標。
