The National Twelve-year Basic Education System, with multiple purposes of helping disadvantaged students, alleviating the pressure of entrance examination burden, and developing student's multiple intelligences, cultivating national talents, raising the overall quality of citizens, and improving national competitiveness, is set to be implemented in the 2014 academic year. This article is a clarification of the issues on policy implementation, such as the unreachable target for non-fully open admissions to relieve the pressure of admission, the extinction of schools of great reputation; the widening of senior high school student's heterogeneity; the disappearance of the peculiar characteristics of each school.
