The National Union of Parents' Organizations made an appeal for 12-Year Public Education to the Ministry of Education by taking a demonstration on July 12, 2009. However, the Ministry of Education did not make any promise for a clear timetable for the initiation and implementation of the 12-Year Public Education. Why did the Ministry of Education hesitate to declare her position on the policy of the 12-Year Public Education? Was the 12-Year Public Education in term of policy even strongly desired by parents but not necessary for the educational development? Was the policy of the 12-Year Public Education not feasible under the circumstance that the public was still short of common understanding in the content and form of the 12-Year Public Education? Or the only reason was that the Ministry of Education was not ready to take actions for the policy initiation and implementation? Overall, what would be problems of the policy of 12-Year Public Education? And what would be solutions for those problems? This paper intended to answer these questions and provide personal insight for further thinking on the policy of the 12-Year Public Education.
