Public organization is a highly strategically oriented body in which any management measures should be implemented with a primary goal of supporting the planning and achieving of organization's strategies. Faculty quota management plays an important part in the management of public organizations. This study stated that the importance in faculty quota management is, rather than focusing on reducing the numbers of faculty, providing reasonable management of appropriate quality and quantity based on the needs of our government under the principle of strategy orientation. In practical operation, the government should put more emphasis on flexibility, product-oriented and change rather than on control, preventive measures against corruption and malfeasance, cost control, high institutionalization which were very important in traditional personnel administration. Besides, this study also suggested several strategies for implementing reasonable faculty quota management including decentralization: decrease the top-down faculty quota management; flatter organization: promoting faculty quota management; flexible government: overall planning and allocation as well as flexible use of manpower across departments and agencies.
